This article describes the SharePoint 2010 blank site… a SharePoint template which an author can “[…] customize based on your requirements.” Blank means in this case that it’s really blank and only the Style Library will be created during site provisioning.

The template has yet no functionality and is waiting for an author to be filled with lists, libraries and Web parts.

Furthermore the wiki feature is disabled compared with the team site template:

The advantage with this template is that you don’t have lists or libraries and features activated by default you may not need.
